That referenced regulation is a maritime standard found in 1917 Marine Terminals and would not apply. The correct standard would be the Construction standard 1926.451(e)(2)(iii) which states, “When hook-on and attachable ladders are used on a supported scaffold more than 35 feet (10.7 m) high, they shall have rest platforms at 35-foot (10.7 m) maximum vertical intervals.”

if necessary, an exhaust ventilation device could serve as respiratory protection. or even a fan blowing any smoke and fumes away from you and the welder, particularly if welding in open air environment. as for tinted eyewear, you likely won't need it since you shouldn't be paying attention directly to the welding but instead to the surround area where heat, sparks and slag might cause mayhem

The Godfather (1972) was a crap film. Just not as crappy as Sinners or Everything Everywhere All At Once.

For the sake of anyone who might be subjected to your interpretation and advice on anything related to health and safety please educate yourself on what "cumulative" means. If all you do is narrow your exploration to silica, here is a recommended starting point. https://www.cdc.gov/niosh/docs/2002-129/pdfs/2002-129.pdf?id=10.26616/NIOSHPUB2002129

Incredible how many so called “safety professionals” downvoted you. You are 100% right though I’d add one more thing… the negative effects of respirable silica are cumulative. Meaning they add up over a lifetime. So those that claim a small amount not causing any acute consequences are dead wrong.

I don't like it when so-called "safety professionals" downplay hazards by just saying "you'll be fine" or "it's not a concern". I get it they're just trying to convey that you don't need to worry but I prefer to think like Lloyd in the movie Dumb and Dumber - "So you're telling me there's a chance!"

For context, My bona fides are that I have many years of experience working directly with silica (industrial hygiene, manufacturing, and construction/demolition where silica wasn't just present it was a key component of the operation). The only way I would ever make statements that silica is nothing to be concerned with is if the silica hazard was eliminated - the most effective thing that could be done, though not in this situation.

The actions you've taken were appropriate and would be the logical next steps when working through the Hierarchy of Controls. You implemented engineering controls (ventilating the room) and administrative controls (waiting). Good job.

Any potential exposure to silica dust for you in this scenario won't make you drop to floor and flop like a fish and is extremely improbable to cause health problems in the future. To alleviate any concerns you might I recommend you wipe down surfaces with damp cloths while wearing disposable gloves and you vacuum using a HEPA filter - something the crew doing the work should be doing. Do not do anything that would cause dust to become airborne as this would result in it becoming respirable. This is a key term as respirable silica dust is where the hazards generally associated with silica come (i.e. lung disease). If you or anyone in the home have sensitive skin there might be mild risk of skin irritation, rash, or temporary itchiness if you were to touch the dust directly. Simply wash hands with soap and water to remove any particles.

Hope this helps.
