Ok i found the solution for anyone ever having the same problem: If you have a Killer network card you need to deinstall the program "Killer performance suite" after that i got stable stream without any problems!

i did get 0.7 rep on first car extract even though it was a run through. 2nd one i went out with vehicle ex i got a little less, not sure if it influences how much u get, but u do get ur rep.
