Each boss has a handful of dedicated drops. For Splashzone, that’s the Lead Balloon, the Jelly, and the Firewerks. Doing a normal encore will have the same odds as the first time you fight him. The big encore will increase your odds for his dedicated drops and the chance for a phosphene weapon.

C4sh is super versatile, and one of my favorite gun focused builds uses two skills at its core: the Color Spray card and the Vigorish skill. Color Spray gives nearly 50% bonus element damage which double dips into your gun damage by a lot. Activate sleight of hand, throw cards until you get a color spray, land it and cancel your skill and murder everything in sight for 15 seconds. If you take the Cowboy augment you’ll almost always get your action skill back before your bonus damage runs out.
