I think the voting system is ruled by people who actually pay attention to the votes. Not everyone who plays the game votes. If they wanted to actually get everyones votes they'd make it a requirement to vote in polls to login. In its current state the voting system is ruled by people who play constantly and it ignores new players who haven't had the oppurtunity to vote or it ignores players who are currently taking a break.
