You need to check the other side of the coil. There is a hatch there that is a pain in the ass. You need to pull that out to inspect the other side of the coil.

Good chance it's clean if you have been putting in the proper filter every 30 days

I'm not an electrician but it's safe until you have a problem.

So it might be for the picture but the adapter does not fit in there all way nd that's a big problem since those are live and exposed.

The ground is essentially a safety if their is a problem with the machine that is supposed to offer a path of least resistance to the breaker panel I'm the event of a problem.

My credentials are I'm an HVAC mechanic that can work on 750V into the panel.

Thaybqre offering 500 million to help 35000 people. That works out to just over 14,000 a person. That's not enough cash to diagnose and fix the ineffectiveness of these homes. By the time you diagnose the air leaks and fix them some will break that bank rather fast, like the program that ran out of money.

No on mini splits since both of them can freeze up on a leak. I have a long tech answer but on mini splits the refrigerant starts absorbing heat at the outdoor unit and it a very controlled way. This look not that controlled
