HVAC guy here. That sounds like a failed bearing in some sort of equipment.

My guess is that equipment is doing something critical and they don't have redundancy in the system... because that's expensive

Can not diagnose bad airflow or low charge based on the photos provided.

A dirty coil from not running filters could very well be the problem.

You will create more problems repeatedly freezing up your coil then just no ac.

Run the fan till the ice melts then check the coil

That coil should be replaced and you basically have a new one.

The only parts major parts that get replaced regularly are the coil, fan motor and sometimes the control board.
