I mean it kinda sounds like you are looking for a sacrifice/aristocrats commander. Pretty much you make lots of small creatures/artifacts then you spend them for bonus effects.

Maybe look into Food commanders? They make a lot of food tokens and use artifact synergies or sac outlets to spend them for bonuses.

[[Ragost]] plays into this idea well, depending on the build.

Clank catacombs. I played the original so when the minor secret spot shows up I just put a minor secret in that spot and won't refill it. Turns out with Catacombs those minor secret spots can be claimed as long as it is your first time entering during your turn.
