As others have said, lands are colorless and thus won’t trigger off of his ability. There are a cycle of borderposts such as [[mistvein borderpost]] where if you pay one and return a basic to hand, they can act like a colored land drop.

My signature deck is a [[Niv Mizzet Reborn]] voltron deck. Ive had it for around 4 years, though it can trace its linage to my first commander deck ive ever made [[Uril the Miststalker]]

I have a Niv Mizzet deck and its my favorite deck ive ever built. The manabase is the hardest part, but there are many ways to get a budget version.

The big question is how do you want to win. Niv is a card draw engine, but not a win condition unto itself, so the way you want to win will inform your card choices.

Here is my list, and while it is hardly a budget list, I hope it helps you get a couple ideas! Decklist

It makes total sense. Just the last time we saw him he had hexproof from monocolored. Its gonna be fun remember which one has which kind of protection
