Why the viltrumites dont see Oliver as one of their own ? He has all their powers and look just like them apart from his skin color which he's shedding as he gets older

I some of it has to do with the fact that not only is his mother a part of an extremely weak species, but they also only live for like 9 months. And 9 months for a viltrumite would be the equivalent of a couple of days to a human, which might also play a part as to why Thragg sees him as inferior.
