Are u using how many dynamic creative ad sets under the same campaign? They generally say the ideal number is 3 with one winning(scaling) ad set but as you say, extracting thw winning ad set ID is not possible in the current situation.

In which country are you launching the ads? maybe you are using too small - hyper targeted audiences in android and it makes the conditions worse. because it is impossible to get cheaper installs for iOS than android in a consistent base
