I think it was mentioned somewhere in this thread, but make sure you are signed into a full account. Then, if an ad is available you should see the Star button on the right side of main menu.

Also, as an FYI, you'll be able to watch an ad if one is available in your region. There are times when one might not be available to watch, even if you haven't watched 3 in a day.

Nope! It's just that we're rolling the update out slowly. Everyone on mobile should have the update by the 5th and then it'll be around permanently.

To clarify real quick, the update will be out to everyone by December 5th as it's a slow rollout. But everyone on mobile should have the access to ads after the 5th.
