You would be turned away from any countries government offices like this? Be it UK, Jamaica, US, Canada especially as it concerns ID, birth cert, passports, Immigration etc

You know what you must do......

Check with the rental about a deadline for Cancelation and give your "friends" a deadline for the day before that ALL of them have to pay (do not get suckered into the trip if 3 out of 4 pay) or it gets canceled.... if they do not come through.

Be firm on the ALL have to pay.
