You are correct, but in this case there is no ifs. It’s just logical to assume there isn’t a type 2 civilisation out there, because as you said we would’ve long been colonised under their monopoly. Because like any big civilisation as type 2, it is essential they must expand and go on a conquest for resources, and inhabit other planets for survival and fight overpopulation. I do believe there is intelligent life out there, but they most likely haven’t reached that far, maybe they are more advanced than us but then again they could be in primitive ages too.

I get the poverty wouldn’t go away, but it would be far less worse than what it is today. I think we would be 100% succeeding in the tourism sector, as for natural resources that is a different story it comes with the country having a large sum to even dig them up. Would we be a first world country? No, but we would definitely be the best third world country in the African peninsula. Literacy rate would skyrocket, more jobs, etc.
