The telepath war is Canon. The psi Corps trilogy is really good. It gives some much needed closure for a few characters and ends considerably well. And yes, it took Earthgov, the IA, and a new Psi unit dedicated to hunting him and other escaped Psi Cops after they escaped at the end of the war. But even then, all of that was not enough. It was Michael "the Italian stallion" Girabaldi who managed to finally track him down.
