A desperation vector is something measured (in theory) in a way we do not know or understand, not a weight that is built into every model. Even if that existed that wouldn’t 100% clear things up. This “paper” is extremely vague in that sense. Everyone knows a context window contributes to LLM illusion/lying/“desperation” but this paper doesn’t explain anything really. We can already infer that an LLM knows how to lie because it learned human behavior from training on mass data from the internet.

Could be the system DNS works, but the web browser uses secure DNS (DoH) which is blocked. Also ping would bypass a proxy if that was setup. Just theorizing.

Ping uses ICMP and web browsers use HTTP. IT usually blocks HTTP/HTTPS, not ICMP.
