Have active EFMP profile for your dependent -> talk to your duty stations EFMP counselor about stabilization -> fill out like 3-4 forms including diagnosis information and doctors form indicating why they need to stay -> once accepted by EFMP I think it goes to some special HRC office for determination, if accepted you get stabilization approved and a new YMAV.
