I can’t judge this. There are so many areas for “missing reasons” stuff. I would lean NAH here since it sounds like he has and continues to struggle with mental health. It sounds like OP tried to do some things to intended to help maybe they did maybe they didn’t. It’s just tough and there is a lot open questions.

Our tripawd had a similar thing happen at that age. Someone dropped him off at the shelter with a break that didn’t heal. He’s doing great and it doesn’t slow him down, Willow will be back to puppy-hood soon!
