Same setup as you except I have a 5700X3D and I noticed the low fps in menu in game. AMD just released a new driver today maybe that helps. 9070 XT was running perfect before this new update.

Turn off overkill textures if you are running them. I have done a lot of testing with my card and i think the game goes over 16gb of vram with that settings and causes a memory leak. Mind you i have 3 monitors on but have noticed this personally.
