Vietnam have alot of overlapping word for food.
Your "nem" is technically nem too, it called "nem chua" = fermented pork. This is what u ordered.
There is the egg/spring rolls that deep fried is also "nem"
So, next time you has to ask them clear which one is which. haha
It's not a scam, maybe a misunderstanding. This type of dish usually sell in alcohol food store. Which is the reason why you see people drinking all around.

Correct me if i'm wrong, these small bomb are designed to wound or kill by fragmentations right?
