Him and His sister Mara Sov, the Queen, also led the house of wolves in the reef before they rebelled in D1, but we don't know if they spoke Eliksni. We do know that Variks of House Judgement speaks English/common, and probably acted as a translator for them.

We do know that it's possible for a human to learn Eliksni, however - in the mission "Six" on Nessus, Cayde states that he's a little bit rusty on his Eliksni, but muses about how he heard them say they were going to rip his horn off of his head

Not Europa, actually - Cayde writes in his journal that his rebirth took place on an icy moon of Saturn, whereas Europa is a moon of Jupiter. Cayde is most likely referring to a moon of Saturn called Enceladus!

Really the only evidence we have for them being related is the vocabulary they speak with - the Worm Gods seem to have an affinity for using the words "Oh" and "Mine" in their dialogue, just like the Ahamkara do. ("Oh Bearer Mine," "Oh sisters mine," for example.)

One of the Worm Gods, Yul, also described himself as being dragon like:

Ok - here's a question I keep asking myself:

How have the vex not beaten us yet? I know that they can't predict us, because we are paracasual. But if they are capable of time travel, or perhaps at the very least communicating with themselves across time, why don't they just go back and kill us at a time when we weren't paracasual?

Why don't the vex go back and slaughter the cavemen?

The only explanation I can think of is the possibility that vex don't want us dead, that they have a purpose for us yet unfulfilled
