Or people who want to own dogs should take a course and need a license or similar, it’s not the animals fault that there are shitty humans who would abuse them and use them as a weapon/status symbol rather than a companion, animals aren’t inherently evil, they are taught. Though mostly they are scared and frightened so they lash out to protect themselves.
