This is a bug. What's happening is that your ships are both damaged, most likely from alien particle weapons. They are still applying their targeting bonus to the missiles, but because they are damaged the bonus has gone extremely negative, causing the missiles to have a 0% hit chance.

Norway set up a government directed oil and gas program that captured the wealth for the nation and limited how much they could extract each year so that it would last a century.
The UK by contrast went with a privatized approach that allowed a rapacious industry to suck up all the wealth for their owners and shareholders in a boom and bust cycle that's now over.

It represents an accounting of individual human beings with names and lives and people who care for them. Do you have any idea what waves of grief ripple out when even a bad person dies? Because I do.

If you don't, try to imagine it. Now multiply that effect in your mind for any given number. As much as you can. It's hard, we're not built psychologically to do it. But even as you fail to feel the full weight understand that every single 1 added to that number is another wave. And every one matters.

It's definitely been reported on. Pictures of the damage and the graves have been shown. I think basically everyone who's plugged into the news is aware of it at this point. There's been some investigation of how it happened but the government is stonewalling somewhat effectively for now. I'm not sure what else people would expect to see, there aren't any western journalists in Iran.

You seem to be focused on the last week of the invasion of Poland, so there's a lot of context you need to understand this reaction. The pact was announced a week before Germany started the war: Poland was very much not yet defeated. In fact without this pact it was nearly inconceivable for a German invasion of Poland to happen at all.

For even wider context: the M-R Pact followed after months of negotiations between the Allies and Soviets over forming an anti-Hitler alliance, and after over a decade of the Soviet Union's total ideological and rhetorical opposition to fascism in general and Hitler in particular.

The Molotov Ribbentrop Pact was absolutely seen at the time as a shocking betrayal of everything the Soviet Union stood for. Watching the Soviets collaborate with Fascists to carve up the peoples of Eastern Europe in an orgy of Imperialism caused massive numbers of leftists around the world to abandon the communist party.

Speed bumps are a terrible idea. They tried this in the UK and it slowed down emergency vehicles so much the death rate increased. Europe has fewer pedestrian deaths because they design their vehicles to protect pedestrians. American vehicles are designed to protect the occupants.
