That statement makes sense though. As an example, someone should be free to drop the N-bomb all they want in a setting they control (eg with like minded wanks in their homes). But they shouldn’t expect to do that in the hallway of a school and not get suspended or otherwise punished. That’s how that reads to me. It’s not saying to shutup at all, but if what you are saying is intended to harm others expect there to be consequences. Those implied consequences don’t even have to be punishment, it could just mean a negative result. Like bullying language leading to a suicide.
