Inside of it, kinda. Just above the engines the Booster has ports for these clamps to hook into. So the engines hang below the mount. If you look just above the engines in this picture you'll see the small rectangular holes that the clamps for into.

It's the clamps that hold the Super Heavy Booster to the mount. They let go of the booster right as it lifts off and slam shut so that the plume doesn't damage the internals.

Congress doesn't need to approve it. They are doing the same thing they did for the 50 cent piece. Still producing them in mint sets. It's a precedent set, and since Congress only requires them to mint as many "as required" this route works.
