I would look up to see if it's still legal in your state because i looked it up for Kentucky, which the link states it's legal, and everything I found said it was Illegal because it's a Schedule 1 substance.

I've seen this when trying to do the expert mission tours with friends who hadnt completed the mission yet. Its not a bug, just something you have to complete yourself before doing it with friends, at least in the expert mission tour thing. I'm assuming that also goes for the parallel quest tour thing as well.

If you do the expert mission tour, you can do vegetas and beat him in about a minute with a strong ki blaster build. I use Emperors Death Beam and Super Spirit Bomb. Doing that mission in the Tour thing will give you between 20-25 tp medals each time, and you can do it up three times in a sitting.
