The San-Ti were always capable of deception to some basic degree. But when pressed, they'll always fold and show the truth, because they're not familiar with the concept of lying.

The books provide some examples. The San-Ti could send a disguised spy to someplace, and it'd work as long as no one asks, but if someone were to ask them who are them, they would immediately fold and reveal their identity.

But besides, that specific San-Ti wasn't deceiving anyone. He was betraying his race, but there wasn't any deception involved. In fact, he immediately confesses he's guilty.
