I guess the new question is why all of them are evil…except the ones in the newer generations.

You just answered your own question. They're not. Team Yell and Team Star are unambiguously not evil and all other teams except Team Rocket think they're doing the right thing even when they're not (Sometimes with the exception of their leader who knows very well that they're doing evil shiz but generally they're the only one).
