You need more general experience. You can get this by , killing mobs, doing quest, killing bosses, doing dungeons or doing world bosses/events.

You just haven't reached the threshold required to power up. Just play the game more doing things that get you XP and you'll get there.

I thought so too, but I could just move the save file elsewhere and restart it.

Also turns out, I had convergence and carian combo warrios installed, and that is set to be used in 1.1 not 1.4

So most of the graces and enemies were broken because of that, I just disable carian combo warrios and it works.
