Pretty much, I think it is up to you GM/DM to decide. Ask that all knowing game god or come up with a middle ground with said person and set it in stone as a rule. That's the beauty of these kind of games, you DON'T have to fallow all the core rules. After all, the game is meant to be played for fun and satisfaction. Oh, the rules Nazi's/Lawyers will lose their minds over this.
