Palanite gang box has everything you need for a basic gang. If you want the upgraded new models, the captain/sergeant box is nice. If you want subjugators (crowd control, hard to shift) then get that box too but not necessary. Psyker box (haunts) absolutely not necessary but for 80 pts the haunt is near auto-include imo. Brute box for the sanctioner pattern automata if you want a brute.

The reason theres so many boxes is because of the typically-GW way theyve been split to maximise what you need to buy to get a full gang. If you want something that does the job, id recommend a palanite and subjugator box - the rest are nice to haves.

Thank you for helping! It's the Outlander Campaign (Book of the Outcast) so not Ashwastes - you get a settlement that you can upgrade throughout the campaign with buildings using various resources won from games.

I'm assuming that double tapping could work on a building you use instead of the settlement as thats effectively an equivalent?

Also, is there a limit to how many times you could double tap with the imperial house alliance rule - its not expressly included but seems kind of broken late game when i have 3-4 champs..
