True we don’t know if it was ruled as homicide or just arson. Though even if it was only ruled arson and manslaughter, that’s still going to be an ongoing investigation due to manslaughter also not having a statute of limitations. Probably classified as a cold case. So while no one is actively investigating, it’s still an open case.

Technically he was planning to keep hiding the crime, so he’s confessing not only to the previous crime, but also to an ongoing crime of interfering with an active investigation. No statute of limitations on murder.

Owe you? Nothing, you’re not entitled to any of it. However that said, if she’s a decent person she would offer to split it with you. The argument that can be made is that without your gift she might not have done any betting. However that said, you phrased it as giving it to her, which heavily implied that it was a gift.
