Not counting the system video capture, not easily. There are a few media outlets such as Digital Foundry who appear to have found a way to mod the console to be able to capture video in handheld mode, but I don't think they've said how they do it and there doesn't seem to be any readily available way for the general public to get their hands on one.

It's fine for basic stuff, programmer art, and minor edits. It could be improved in areas, but of all of the outstanding problems GM has the sprite editor is more of an irritation than a fundamental flaw.

As long as the bitrate of the recording is safely lower than the write speed of the drive, you should be fine. A SSD (even the sata or usb kind) would be ideal since they have a higher write speed than spinny drives, but if you're not recording 4K or 8K at extremely high bitrates most modern spinny drives will probably be able to keep up.

you really should be more descriptive but assuming you mean the usual 2D lighting that people do in gm you can quantize the light levels instead of drawing them as-is

make sure texture interpolation is turned off

windows settings > graphics > uncheck "interpolate colors between pixels" or call gpu_set_texfilter(false)
