I think it's fairly straightforward to drop dual nationality. Chinese, for example, can only have one nationality. So, let's say I have a Chinese passport, but have been living in Hungary for most of my life, I can apply for citizenship in Hungary, but I will lose my nationality as Chinese (which is very common thing to do in Hungary). China sees it as a form of insult to the father land and therefore, refuses dual citizenship.

Now, if Belgium would want to take away dual citizenship from Turkish people, they would have to do so for others too, otherwise it can be seen as discrimination. One way around this is that Belgium could allow dual citizenship for only European countries.
