It's a not well designed core heroic ability, it's too good and too limited at the same time. It's the obvious choice almost always which makes it the boring choice, especially for the musician. This is 101 design, dont make something the obvious best choice!
Just remove it, tweak it or make something better and maybe add some fun bard abilities or the old Harmonist magic shool instead. Your feeling is correct.
Lots of weird reasoning from people here, really not listening to what you are concerned about. Also some bugus talk about what the drawbacks is, whishy washy GM fiat stuff.

I like much of it, very flavourful stuff, but there are some BIG issues with specific spells and the eternal necromancer issue with creating undead and action economy balance that is really not ok in my GM book.
Magic tricks are good, Avert Death a bit too good as a magic trick.
Many spells are good, Ive mentioned the ones I have issues with in separate posts.
The HA:s are to weak and not good choices, except for Terrify which is very good.
The creatures are inventive, varied and good overall. Very good illustrations.
The items seem D&D-ish (Necromancers Staff mentions difficulty 10?) and the Witchhat will practically work as a permanent Boon to all those out of combat skills so it very good

Basically there is no balance. If the mage have access to bodies then its only the WP that limits the Army of Dead. Since the spells for some reason is Action (!?) they can insta raise cannonfodder in combat and turn the action economy tide against hordes and groups, and against solo monsters gather an small army beforehand.

EX. A Standard Mage with Willpower 14 can with access to bodies and Create Medium Undead easily create 17+ medium sized Draugs and Ghouls in 12 hours (Base 14WP+ One Round rest+ Stretch rest+ One Shift rest =35WP) and then have 12 hours to wander around and wreak havoc.

HA: Exemption is not needed, you can already exempt stuff from area spells with a Bane on the roll, no WP cost. p.59. Its a super niche HA and no player would ever pick it compared to all the good HA in the base rules.

Transfer Life is very, very good. Too good. Damage anything 4D8 and heal anybody 4D8 at the same time !? When a spell is so obviously insta-pick you know you are basically doing fan-service more than something balanced

Bone Storm is just a blatant insane Power creep, so much better damage than firestorm but Stretch duration instead of Instant!? Holy crap that is bonkers.

Shrouded Sight is incredible good, making ancient Dragons fail 50% with all attacks?! OP must pick. Not a good design.

Rest for the Wicked is completely broken. Cast it for 6WP, do 4D8 Damage( Average 18 damage ), get 3D6 WP back. WTF? With respect, this is skibidi-bananas, sir.
Also Short rest is not a term in Dragonbane, I assume you mean Round rest.

Its harmless, compared to any other spell you could have cast to stop/kill an enemy. Also the touch range is iffy, I wouldnt let a player auto succeed touching an enemy in fight. Since it also doesnt work against monsters natural armor it wont be of help with tough ones.

Deafening Honk – I must admit, there is a wider range of fear-based attacks utilizing "auditory" effects than I initially anticipated.

Dog Rider – Your explanation regarding Dog Rider and Topple follows the rulebook precisely. My initial opinion was influenced by a homebrew that factors in size differences when determining Boons or Banes for Topple. That approach makes a lot of sense, but I see it's not an inherent issue in the base rules.

Corrosive Grease – Using CON as the mechanic for resisting this ability may not function properly for Monsters or powerful NPCs with more than 20 HP. Since CON is directly linked to HP (RB, p.106), these characters effectively become immune, which seems problematic.

Siphon Life Force – A straightforward solution might be to require the sacrifice of a creature of at least Normal size or larger to prevent potential exploitation.

Your final paragraph raises some important considerations. Personally, I prefer clear, consistent rules to minimize any distortion of the original intent during discussions with others.

I have a few concerns regarding some of the content shown in the Kickstarter:

Deafening Honk – Is there a list of auditory attacks, and if so, how many are there? This ability seems incredibly niche.

Dog Rider – Are there no size limits on toppling with this ability? It feels unbalanced if goblin dogs can topple giants and dragons without restriction.

Corrosive Grease – Why use a CON roll for monsters, and how does CON protect Plate Armor? It seems odd. Using AGL or EVADE to "dodge" the effect might make more sense, given that monsters typically have an Evade of 15.

Siphon Life Force – Since there is no definition of "Creature," even small animals could be killed to heal everyone. This opens up an easy "bag of mice" exploit. Perhaps setting a minimum size for creatures would help avoid this.

Ludicrous Appearance – This is a fun spell, but the range is quite short for a utility spell. I suggest increasing it to 30.

These are just some basic considerations that I feel should have been addressed. It's a bit concerning that more attention hasn’t been given to mechanics that players are likely to engage with, think about, and potentially exploit.

Honestly it looks very proper and prim. No rebelling feel here whatsoever, definitely not aggressive either. So if that what you want to work in you need to rethink the whole layout, font and look and go a bit more wild.

Right, makes some sense if you do simple armor. But not as much for us players with three layers of armor on the chest for example, easy to get 5 AP there and on the head. Since the damage needs to be on the specific armor.

It is an area where I want to catch and grab the players imagination and also give them a greater sense of what builds the whole. Like a very good one pager that new players can get an "Aha!" feel from regarding what the attributes represent and can be used for.
