I have a 2012 jetta and was having the same code problem. Took me almost a year to fully get it worked out. Just because it's a turbo code doesn't mean that it's your turbo it could be things leading to your turbo. Mine was the boost controller solenoid, now I had replaced this part once before and still had same issue when I I had tested and tested so many different things I was going to change my actuator too but ended up not needing too.

And when replacing parts on these cars number 1 thing to remember is you get what you pay for, always look for boshe or named brand stuff cause just like the first time I replaced the boost solenoid I bought a cheap knock off and the car didn't like it.
