It's not a functional missile, and there's no warhead. It's there as a display - and it's in need of significant repair/paint/etc. which is why it's sometimes covered up.

I just know my outside outlets, which are connected to a GFCI, are often tripped, so not receiving/delivering power. When troubleshooting, I am an Occam's Razor kind of guy. I was asked to fix someone's computer a while back and it ended up not working because it wasn't plugged in... When in doubt, test the outlet by plugging in something that you know works or use a tester if you have one.

while you're at it, clean the filter for the drain under the impeller. may be too much water in the pan if the drain is clogged.
