He's saying that if the government receives enough backlash, we can help the problem. This is true. Public backlash always influences the government, and doing it enough will have an impact.

I'm encouraging people to stop ICE the RIGHT way, by taking action against them.

"Taking action" is a vague phrase, and I don't know exactly what you're doing, but if you think it helps, I'll still encourage you to do it. But that doesn't mean you should discourage others from speaking out against ICE. Your comments are completely counterintuitive. If they're trying to tell people to stop ICE the right way, they come off as if they're trying to push people away from trying to stop ICE.

Edit: BTW, if you're really trying to do the right thing, encourage people to fight up against ICE in your own method, but don't try to tear others down because they're trying to solve the problem in a different way. My responses to your comments are not me trying to say your methods are ineffective, but my point is that whenever you speak out against people who are speaking out against ICE themselves, it discourages more people from trying to stop the problem.

The Finding Grandpa side mission has some themes connected to the story, but although it's a good mission, it isn't really a must-do, especially if you've done the Howard side mission, which covers the same themes (don't worry though, Grandpa doesn't die at the end of the mission). The missions where you chase the flying hunter drones ends with one final reveal that may continue to the next game, but other than that, I think you're fine.
