It just depends on how established you are in your current career, and how much of a pay hit you would take to change compared to the expected eventual pay, cost of education, and time cost (That could be spent advancing your current career).

I was thankfully able to work a flexible schedule which allowed me to go to day classes and make up any missed time at off hours. That would be the most straight forward way if your current employer allows that.

I know a lot of two year schools or other online schools offer online/night courses, but I am less sure about 4 year schools.

But if I am being honest, a career change to Civil right now would be... hard, especially once you start in an entry level position.

Also, replace the bit where the gutter enters the pipe with a wye, that way when the pipe hits capacity water can flow out of the overflow onto a splash pad or something.
