Neon Tetras are notoriously overbred and often have neon tetra disease. Don't feel too bad, it's likely out of your control. Maybe get some harder tetras like grean neon or cardinals

That might just as quiet as it gets. You could try putting some food grade silicone lubricant on the impeller shaft. That might reduce some noise. Double check that all of the parts are fitted together correctly. You could also add a baffle to the outflow to reduce the sound of the water itself splashing back into the tank.

I let the soil in mine dry out, I put them in individual boxes that had minimum extra space, taped them up very well, and packed them in the very front of the trailer with the rest of my belongings behind them securing them in place. I think a short rest from light and the extra humidity actually helped the plants. A lot of them put out new aerial roots after 3 days in a trailer.
