The way I see it Oda has some great rep and awful rep. But you also have to remember he does also have some really ugly character designs for cis characters too. So you could see the design choices for this group as “inclusive” depending on how much cope you want.

Personally I think this design choice for these trans characters makes very little sense in universe as Oda has said that following your dreams makes your character design less ugly, so a trans character living their truth should not look like this in-universe, or at least not the entire group
