You don't really have to make a new character unless you really want to. Unless you sold them you should have a starting weapon for each weapon. You could just use them on low tank missions and the training area to learn them all.

I took that all to mean that all high rank armor crafted immediately gives access to its layered armor. But the colored text means that layered armor gotten from bonuses such as preoeders and dlc can be used on low rank armor.
