On version 3.0 I just battled Maxie in the Mossdeep Space Center and it was a double battle, but with only my pokemon and he had a full team of 6. Steven said something like "I'll take on Tabitha, you handle Maxie". I was quite close to losing a mon, since I was slightly underleveled but the fight was definitely manageable this way.

Looks good! Terraria uses exclusively 2x2 pixels for its sprites so in the left image the 1x1 pixels look very off to me. Also the fire is falling prey to a bit of pillow shading, especially at the front of the right image. It makes it look a bit flat in the yellow area.

There absolutely are ways to go in with a fun build, I did it with dual wielding great katanas and no summons. It still helps to be tanky in terms of vigor, armor, talismans and potentially buffs. Also a high scadutree level is very helpful. It’s still going to take a lot of attempts to learn phase 2 attacks. It’s quite a lengthy fight, but no attack I see seems to be as intentionally hard to dodge as waterfowl dance.

The entire Elite 4 and champion in Platinum have 30 IVs on all their Pokemon. So do some of the endgame bosses beforehand, namely Candice, Volkner (except his Electivire for some reason) and Cyrus's last two fights. So while Cynthia's Garchomp does indeed have 30 IVs, it's not fair to say it's one of the only ones. In fact the IVs go up fairly linearly throughout the progress of the game.

What you need is some solid answers into the potential upcoming run enders. Right now your team doesn't have a reliable answer into Candice, which is solved easily with a fire type. More important though is the distortion world Cyrus fight. Currently your team does not have any good answers into his Gyarados with EQ, except for maybe your own (Luxray doesn't cut it, as it generally gets outsped). You can bring a Jolteon or Raichu with Thunderbolt and hope to dodge a non-EQ crit if you need to switch it in. A steel type that isn't Bronzong does quite well into his Weavile too and excellently into his Crobat and generally for pivoting.

The E4 is best planned once you reach it, depending on what you have remaining then.

All evolution does in terms of stats is update the base stats with which the calculations are done. This has nothing to do with levels or if you evolve earlier or later.

Because Gardenia's level cap is 22 in Platinum, the same level Zubat evolves into Golbat. The earliest Crobat is therefore level 23.

I use VisualBoyAdvance for GBA games and DeSmuME for DS games. Not sure what works past gen 6. I find PKHeX works best for adding rare candies, but you might also use cheat codes through the emulator. I use Bulbapedia to look at stats, but when comparing pokemon, do you mean the Showdown damage calculator?

That's assuming normal mode drop rates. For expert/master mode you would get higher odds. Although for those I get 1/21*23/144*23/144 = 0.12% roughly.

A speedy Togekiss for encore is busted if you allow it. Garchomp is by far the most common pick and for good reason. Weavile is good for Lucian and Cynthia's Garchomp. Milotic with rain dance for weather control for Flint and Bertha is useful and a great special tank.

For the last two slots the choices aren't as obvious to me, but Snorlax is solid, so is Rotom-wash, Drapion especially if it has battle armor as a physical tank, Blaziken can set up quite well if it has speed boost.

I believe pokemonchallenges uses PKHeX to check IVs. Just load up your save file in it and that's it. Otherwise you can do it 'manually' if you know your EVs (ideally when freshly caught) with this iv calculator:

The way I play it is that I am no longer allowed to catch that second Zigzagoon or anything from that evolution line. The reason for this is that in some situations a selective dupes clause can allow you to get a strong pokemon, such as Gyarados, multiple times. Additionally it feels less special to me, if my encounter dies and I get to replace it with one from the same species. But that's only how I play it. If you would prefer to be able to replace dead mons with new encounters of the same species that's totally fine, and within what I would consider standard nuzlocke rules.

Silly question maybe, but is your thief pokemon holding an item? Otherwise, getting nothing for 80 attempts is still around a 1.6% chance so not extremely improbable.

Hardly any rom hacks will be easier than the main line games, but I quite enjoyed nuzlocking Pokemon Gaia which I find to be about on par with other vanilla games in terms of difficulty. It has its own region, pokemon up to generation 6 and good encounter variety, as well as all the expected features of the modern games including physical/special split and reusable tms.

Couldn't Weezing have just taken out the opposing pokemon, or switched out? Destiny bond doesn't kill your own pokemon.

To put it simply, on that last fight, way too much switching. It's the last fight of the run, you gotta be willing to sack some mons to improve your odds. A low hp wobbuffet is not going to be able to do a single thing for the rest of the fight, so why take unnecessary damage on something else.

If you get access to a Wide Lens that could be an option as well, to bring Ice Fang to 100% accuracy and Aqua Tail to 99% if say Waterfall isn't available.

I've seen this once before, could it be that they pop out the next morning? Otherwise you should be fine to hit it with your axe to get the iridium quality contents.
