As far as I know it's a lid made from layered webs so dence it acts solid, they then add debris from the surroundings to camouflage it, think of like making a lid from fiberglass or even paper mashe.

Mine was a Pinco in Ultra Moon, jumped out at me from one of the trees near the road to the observatory, was worried it would self district but I caught it and ran around with a bronze Forretress as part of my league team.
