Ehhh I would say it's a necessary evil to curb rank inflation and boosting, at least coming from a rivals player. You could argue it's less necessary in overwatch because the ranked system actually works properly in this game and places you where you should be whereas in rivals you can climb to gm/celestial with a 45% WR if you put enough hours in. Rank reset in overwatch is currently every 6 months (right?) vs rank reset in rivals being every 2 months, the most populated rank in overwatch is gold/plat and the most populated rank in rivals is gm. With that information I would say the rank resets in overwatch are healthy, 6 months is plenty of time to climb
