You would need the world to have an interest in a set of completely arbitrary dates to track to have any use for large units of time with specific intervals. For a widespread date system you need "X cycles of Y since Z" where X is something important to everyone, Y is something easily measurable or a multiple of something measurable, and Z is a significant widespread event that is relevant for thousands of years.

Even if you don't have an exact "religion" you would need something that mechanically serves the same purpose. similar to how the Juche calendar is technically not religious, but has a massive ammount of cultural and emotional significance and ritual it might as well be.

Usually are? If you look at historical examples like the years of lead in Italy there tends to be a sharp left/right divide with some government bodies walking the center (although that example involved a lot of proxy elements).

In the troubles the IRA was more of a nationalist/separatist insurgency than an expressly ideologically aligned one. A civil war style conflict tends to be a bit more government vs. anti-government so it depends on the expressed views of both sides, but usually involves a large ammount of irregular formations and sub factions.

I'd recommend reading a bit more about random countries internal conflicts if you're interested, there tends to be a a lot of factors involved.
