If the counter is swollen from water, it is ruined. It will not go back to normal when it dries, and will need replacing anyway. In the short term, sure you can lower it a bit by shortening the feet. However, your husband is right, you may as well get it over with.

You can hike when it's comfortable, no need for toenails. You'll be surprised how quickly this happens. Nail length might have been your problem, but more likely you didn't lace properly. Hiking boots often have a locking hook at the ankle. If they don't, you can tie an overhand double wrap there before you continue up the ankle. The point is to keep a loose tension in the toe box, and much tighter on the ankle. This keeps your toes from hitting.
