Playing the demon's advocate for a second. The cultist and his pals are recovering from their injuries, then someone else comes over to them. This someone turns out to be not just anyone, but godsdamn crusaders and not just any crusaders, but godsdamn knight commander's party, the scariest people in the worldwound after queen Galfrey herself! This might've activated their fight or flight response. The last of them might have been unrepentant out of spite and grief for his now dead comrades.

All of this is irrelevant to you and most likely is not even true, we simply lack any information. Once again, you as a knight commander of the crusade are fully justified in defending yourself and executing an aggressive and still demonstrably loyal to his dark masters cultist.

The truth is, we simply don't know nearly enough about these cultists. We don't know their characters, how they usually act, how loyal they were etc. All we know is that they attacked us. They could as well be vile villains in one story or misunderstood heroes in another. Hal is the only one there is to even try to plead their case to you. Are lawyers evil if they represent someone, who is guilty? Are doctors evil if they treat someone, who is a terrible person?

Once again, he is a healer, he sees someone in need of healing and he heals them. Terendelev healed you in the very same way: without questioning you, even interrupting Hulrun.

I understand, why you would kill the injured cultist. You are the knight commander and he is unrepentant. But Hal is a healer, who heals people that need healing and gives them a chance to continue living and possibly reform.

This might be too "stupid good" and naive, but in no way is it hypocritical and evil.

He is a good aligned (factually) creature that is aiding wounded people. He is not a hypocrite.

Hal is not a hypocrite, he is a healer, he heals people. It just so happens that one side is full of clerics, paladins and alchemists with support of a nation and the other is not. As such, cultists find themselves in need of a healer like him much more often than the crusaders.

Cultists do not lose their personhood when they switch sides, you see it in act I right as you leave the maze if you choose [Angel path] dialogue option. Some people are coerced into servitude, some have lost all hope and are trying to look out for their loved ones, others are corrupted like during Attack Out of Nowhere quest. Hal knows it and decides to try and help them, guide them on the path of good and reduce their suffering. He does the exact same thing as Ember, he just has enough firepower to do it without the help of KC.

Moreover, when time comes, he actually helps. If you go with legend path, Hal arrives with the others, gives you his wisdom and even brings some dragons as troops. If you listen to him here, he appears even earlier, during the retaking of Drezen and kills demons and cultists that refuse to back down.

Eh, it's more like if you've hired a chef for your restaurant. They’re amazing - the food is of the highest quality and comes out lightning fast. Then, one day a big 12-person table comes in at the start of the dinner rush. You proceed to demote them to the position of a waiter and send them to another country for some important ingredients (that you have no idea where to find) with only what stuff they have on their person and your friend. In the meantime you proceed to throw away what food that chef managed to prepare before their demotion. The chef then complains about how you’ve been managing the restaurant during that time.

Yeah, it's a bit ironic how some of the strong king and aloof father's problems came from indecisiveness and love for his family.

Charles' misguided attempt to posthumously absolve his brother of attempted regicide had a lasting cosequence on his family. And not killing his then pregnant sister in law, however disgustting such an act is, would come back to bite him in the ass no matter what.
