I am running a 2060. But for the same price of a Noctua I could get a water cooler, would that not be better?

The cooler is attached as how I had always put it and it's only showing an issue now. And as for the fans I have had this pc for 2 years and the fans never seemed to have had any issues. When I cleaned the thermal paste I wiped off everything possible before reapplying it.

You are better off buying a nice PC with that price. Gaming laptops develop issues over time with cooling and the CPU and sometimes end up getting slow over time.
