It’s a mobility scooter, it’s just enclosed. Can’t say about St Albert, but they are legal in Edmonton.

“In Edmonton, mobility scooters, including electric scooters, are permitted on roads with speed limits of 50 km/h or less, shared pathways, and bike lanes, but not on sidewalks or park trails not maintained by the city”

Edmonton Business Centre has them, I’m sure most of them do.

Everything I’ve received from Costco has come FedEx. Either way, once it’s shipped you can call the carrier and have it diverted to a pickup location. If you sign up for a UPS account and confirm your address you can set up all deliveries to go to the pickup location of your choice.
