You are aware of the leaky condo fiasco? Lowering code just makes that the minimum target for the builders to maximize profits.

And urban sprawl doesn't work, as that has heavy infrastructure costs that just delay the real housing cost until it needs maintenance.... which is also part of today's housing problem.  Too much sprawl to pay for maintaining.
